I've added horse manure to my piles before and found a huge difference between the manure of horses that eat a lot of hay and those that eat mainly grass; the latter is basically well chewed grass and hence is very high in nitrogen (and bacteria), while the former is basically dry carboniferous material. Suggest OP mixes in some nitrogen.
